ICRAplus内的一个重要构思是它要坚守独立的、非牟利的互联网内容标签协会之理念。ICRA的目标是保护儿童免受可能有害的物品影响，又要保障内容供应商的言论自由权利。 ICRA评级及过滤方法的重点是，评级标签由内容供应商自行套用而非由ICRA执行，以及让子女看到什么和封锁什么是由家长自行判断的。如果进入一个网页时被封锁，封锁的原因、以及负责人或组织因某些规则导致封锁等，都一定会清楚表明。 如果一个网站被安装的过滤器封锁了， ICRAplus 会通知你那(个)些过滤器执行了封锁。如果因为你自己所定的规则导致某个网站被封锁进入的话，ICRAplus一样会清楚表明。

ICRAplus不只是一般的互联网过滤器。它更可让你选择及结合多个过滤器，为你提供最切合你需要的方案。我们极力鼓励你安装一个或多个可配合ICRAplus使用的过滤器。单靠主体单位，效果难以十全十美。 过滤平台的核心是 ICRA的自我标签系统。内容供应商可以在他们的网站包含一个特别的隐藏代码，称为 ICRA标签。它会申报该网站是否载有几个类别中的不同元素，类别包括裸露及与性有关的物品、暴力、可能令人反感的语言、聊天装置、或其他值得关注的项目。在申报网站是否载有某些内容时，ICRA标签可申报的内容元素总共种。用户可就应该允许或封锁什么类别的内容作个人选择。 但是，ICRAplus独特之处的是它除了认得ICRA标签外，还可以配合其他过滤器，基于所有不同的资料来源，封锁或允许进入某个网站。例如，有些过滤器用大量网站清单，有些则用崭新的人工智能技术，甚至有可能是这些技术的揉合，分析你在网路浏览时遇上的文字以及或影像。 ICRAplus 让你选择你想采用的过滤器，并把它们组合成相同介面的单一单位。这设计使系统的基本设定尽量简单，同时又不失充裕的可变空间，让你可以按特定需要调较设定。 ICRAplus 是由 Optenet,NCSR “Demokritos” 以及 ICRA在SIFT 项目下合作发展的，并得到欧盟互联网行动计划( European Union Internet Action Plan)支持。
