RDF can’t (or shouldn’t) be embedded directly in (X)HTML – should be held separately and linked to. In this scenario, each resource carries a tag that links it to a specific label. Any number of resources can point to a label. Content providers need to arrange to include the correct link to the correct label.
Or – arrange for everything to a point to a default label but to ensure that production staff then include a link to a different label that then overrides the default.
