互聯網內容標籤協會（Internet Content Rating Association）是一個獨立的、非牟利的組織，由國際間最大的互聯網公司和協會於1999年春天成立。ICRA的使命是發展、實行和管理一個國際間認可的自願性自行評級系統，供全球互聯網用戶選擇限制接觸他們認為（尤其是對兒童）有害的內容。 ICRA標籤制度發展自既有的RSACi評級系統，而且是經過廣泛國際諮詢的成果，參與其中的更不乏資深業界人物和學者。 ICRA有一小團職員，以英國及歐洲的辦公室為基地。 返回常見問題索引 2 我剛發現一個含有令人反感內容的網站，為什麼此網站沒有標籤？ 未必如你所想，互聯網內容標籤協會是不會為網站分級的–而是網主用我們的系統為自己的網站分級並加上標籤。ICRA並非審查員，不會對任何網站作出價值判斷。我們的系統令網主可以自行為網站加上一個客觀和描述性質的標籤–由你，即互聯網使用人士作出價值判斷，自行決定是否瀏覽那些網站。由於採用ICRA標籤是自發性的，自然不會所有網站都會採用。不過，有不少網站都會採用標籤，因為他們支持ICRA的觀點，認為自律地採用標籤是保障未成年人士免受令人反感的物品影響以及保護網上言論自由的最佳方法。 為什麼網主會為網站加上標籤？以下是兩個極端的情況： 有些網站內容不含有我們性質表內所包括的元素，其負責組織或負責人都會想以適當的標籤聲明其網站是一個內容正面的網站。 有些網站的內容以成年人為受眾，其負責組織或負責人也會因為適當的標籤而受惠。因為有關標籤一方面封鎖未成年人士進入，另一方面亦可讓成年人自由瀏覽。大部分這類網站的網主都很樂意提供這種保障。除了道德爭議外，這種做法可減輕各地政府通過立法查禁網站的壓力。成年人網站網主是ICRA最熱心的支持者之一。 如網站被錯誤標籤，會如何處理？此情況或會出現，但機會很低，因此對任何人來說，均沒有益處，請到「信任 ICRA」網頁參閱更多資料，了解為何你可信任ICRA標籤。如你查看過此頁，請填寫聯絡頁並通知我們。 如果你遇上你認為是非法的物品，例如兒童色情物品，世界各地有不同組織可以讓你舉報有關網站。其中一個重點是這個網站存宿於什麼地方。如果你相信這個網站存宿在美國，最好先接觸National Center for Missing and Exploited Children（美國失蹤及被虐兒童國家中心）。至於歐洲，你可以先瀏覽INHOPE（歐洲互聯網熱線供應商）。 在聯絡任何上述這些組織前，請緊記”令人反感”不等同非法！ 返回常見問題索引 Powered by
